It all begins in the home.
Absentee or indifferent parenting leads to the problems "we" are having.
If parents can't or won't communicate the difference between right and wrong then you end up with individuals who follow the path of least resistance.
Fathers not in the home? Blame that great racist, the 36th President of the USA, Lyndon Johnson. His great society formed the family issues we have today.
The idea that the "village" will solve the issue makes for a good sound-byte; but if the village condones, supports, or does not care about the gang behavior then guess what? The gang will continue to grow.
I'm glad that ACCGov & CCSD are communicating...
