Four charged for operating unlicensed personal care home

Released by the Gwinnett County Police Department:
(Snellville, Ga., May. 8, 2026) – Gwinnett County Police SVU detectives have arrested four people in an unlicensed personal care home investigation.
On April 30, SVU detectives with assistance from the Behavioral Health Unit, Uniform Division, Crime Scene Unit, Gwinnett County Fire Department, Department of Community Health, Adult Protective Services, and other state agencies executed two search warrants at 4022 and 4032 Pond Edge Road in Snellville. Detectives had been made aware that these locations were operating unlicensed personal care homes for disabled adults and the elderly.Â
While on scene detectives located 14 residents living in the homes, one of which had dementia and was transported to a hospital by GCFD. CSI took photographs of the living conditions and detectives found expired food, drinks, and medications. GCFD and code enforcement conducted inspections and the Department of Community Health issued cease and desist letters for the homes.  Â
On May 1, detectives were notified by Adult Protective Services that someone had reached out to the residents about attempting to get them back into the homes. Ishaq Mumin, Khadijaah Mumin, Parys Johnson and Ziare Saymone Anderson Kearney have all been charged with two counts of Operating an Unlicensed Personal Care Home.Â
On May 5, they were all placed under arrest and taken to the Gwinnett County Jail.
