Woman arrested when found eating topless on steps of Atlanta Highway business

41-year-old woman was arrested the morning of June 28th by police who found her eating while topless on the front steps of Velox Insurance on Atlanta Highway.

Jana Russell reportedly remained topless while being questioned by police officers and behaved belligerently when told to put her shirt on, calling the officers derogatory names and refusing to identify herself.

Police said that Russell became increasingly combative as the officers struggled to take her into custody.

“Jana appeared to be intoxicated and was not sober during our interaction,” one of the officers noted in a report.

She was transported to the county jail, where she was booked in on charges of public indecency, public

intoxication, and falsely identifying herself to police.

Russell gave as her address the homeless day center on North Avenue. She was released on July 1st upon posting a $3 cash bond,
