Man charged with 30 animal cruelty counts for keeping cats in horrendous conditions

Thomas Randall Culp Jr., 63, of Pamela Drive, was arrested on May 27th following an investigation into animals living in deplorable conditions in a house he owned on Timothy Road.

Arrest warrants obtained by Athens police state as follows:

“Said accused did knowingly and intentionally allow 30 cats to live in a house that has not been lived in by a human in more than one year, is littered with feces, multiple puddles of urine with an extremely strong ammonia smell, no electricity, no running water, and no way for them to exit the house.”

A police incident report described how masks were worn during the investigation with one animal control officer emerged from the house covered with fleas.

The cats were impounded by Athens-Clarke County Animal Services.

Culp was charged with 30 counts of cruelty to animals.
