He thought Clayton Street was a porta-potty

A police officer was patrolling East Clayton Street at about 2 a.m. on April 25th when she saw Luis Penaloza-Cortes urinating in the street in front of General’s Athens Bar.
The officer reported that he continued to urinate even while she was speaking to him.
“After finally tucking his penis back in his pants,” the officer stated in her report, “I asked him why he was peeing in public, (and) Luis said he thought he was in a porta-potty.”
The officer further reported that the young man was plainly very drunk.
That, “combined with the fact that he thought he was currently standing in a porta-potty, caused me to determine that he would be a danger to himself and the public if I let him leave,” she wrote in her report.
The 20-year-old Cherokee Road resident was arrested on charges of public intoxication and urinating in public.
