Felon arrested when found passed out in park restroom

A felon on probation was recently arrested at Memorial Park by police who found him passed out in a restroom.
Officers responded to the park at about 2:45 p.m. April 18 after a child told adults about seeing a man lying motionless on the restroom floor.
Responding officers observed 36-year-old Theodore Sims passed out with a lighter in his hand with a piece of foil on the toilet.
Upon rousing the man officers asked what drugs he had taken, to which he responded “nothing.”
When running an identity check on Sims the officers learned that an arrest warrant was on file in Barrow County for a felony probation violation from a robbery conviction.
He was found to have a small amount of marijuana in a pack of cigarettes.
Sims was arrested for possession of drug objects and misdemeanor marijuana possession.
The Barrow County Sheriff’s Office placed a hold on his release.
