Driver charged after car strikes bicyclist on Oconee Street

Kingsley K. Dowman, 43, of Highland Park Drive, was arrested early in the morning of April 17th after his car struck and seriously injured a bicyclist on Oconee Street.
The incident happened soon after midnight when the bicycle pulled out of Old Winterville Road and into the path of Dowman’s car on Oconee Street. Upon impact 46-year-old Joshua Clark was thrown from his bicycle into the car’s windshield.
Dowman reportedly stopped, then panicked and fled the scene upon seeing that Clark had suffered a severe injury to his leg.
He then went to the home of his girlfriend, who drove him to the police station to report what had happened .
Police said they conducted sobriety tests and found no evidence that Dowman was intoxicated.
They arrested him on charges of hit and run, causing serious injury with a vehicle, and driving without a license.
Dowman was released from jail upon posting bonds totaling $5,150.
