Sheriff John Q. Williams Announces Arrests in Months-Long, Multiple Agency Fentanyl Investigation

Athens, GA — December 5, 2025 — FOR IMMEDIATE RELEASE

Sheriff John Q. Williams announces the arrest of several suspects, including a former medical employee from Clarke County Jail, after a months-long investigation by the Clarke County Sheriff’s Office, the Athens-Clarke County Drug Task Force, the Oglethorpe Sheriff’s Office, and the Athens-Clarke County Police Department into fentanyl distribution.

Based on the investigation’s initial findings and the execution of search warrants on November 14th, 2025, two arrests were made. Devonta Davis, 32, was charged with trafficking meth, possession of a firearm by a convicted felon, 3 counts of the sale of fentanyl, and cocaine possession.


Jackie Bowman, 44, was also arrested and charged with trafficking meth, and the possession of cocaine and oxycodone with the intent to distribute.

Further investigation led to the arrest of Jasmine T. Wheeler, 38, a former nurse at the Clarke County Jail, and the wife of Davis. Wheeler was taken into custody on November 20, 2025, and charged with 3 counts of theft and multiple counts of felony drug charges resulting from the alleged sale, possession, and distribution of controlled substances. Wheeler has since been terminated, and criminal proceedings are pending.

Overall, the investigation led to the seizure of 16 ounces of methamphetamine, along with cocaine, oxycodone, marijuana, tramadol, and gabapentin, as well as numerous dangerous drugs, two handguns, packaging and distribution materials, $9,541 in cash, and two vehicles.

Sheriff Williams emphasized that no one is above the law and that the actions of one employee do not reflect the dedication and professionalism of the men and women serving at the Clarke County Sheriff’s Office.

“We hold our staff to the highest standards,” said Sheriff Williams. “Any allegation of wrongdoing is taken seriously, and when evidence supports criminal charges, we act swiftly. The integrity of this office and the trust of our community are paramount.”

The investigation remains ongoing. No further details will be released at this time to protect the integrity of the case.
